Recently, at the cross-border e-commerce supervision center in Shanghai Hongqiao Airport, more than 8,000 cross-border e-commerce commodities, including handicrafts, clothing, and daily necessities, were exported by flight after completing customs supervision procedures. At the Zhendong Container Terminal in Shanghai Waigaoqiao Port Area, a batch of containers loaded with 2,977 cross-border e-commerce goods were shipped out under the supervision of customs officers in the port area; 898 cross-border e-commerce export parcels were dispatched from the Shanghai Postal International Mail Processing Center… Multiple channels such as air transport, sea transport, and postal routes in Shanghai port area are making great efforts to promote the smooth export of cross-border e-commerce commodities.
The passenger and cargo flight routes of Shanghai Pudong International Airport currently cover 52 countries and regions around the world and are the main air export channel for cross-border e-commerce at Shanghai port area. The latest data shows that since January 2025, as of February 25, Shanghai Pudong International Airport Customs has supervised the export of 82.401 million tickets of cross-border e-commerce commodities through 9610 (a regulatory code), with a value of 11.24 billion yuan.
In September 2024, the cross-border e-commerce 9610 export channel at Shanghai Hongqiao Airport port area was officially opened. At present, many cross-border e-commerce enterprises have successively launched routes via Hongqiao, hoping to seize the first opportunity in the huge market of cross-border e-commerce business at Hongqiao Airport port area.
“The cross-border e-commerce 9610 model allows cross-border e-commerce enterprises to transport commodities from within the country to overseas consumers through third-party logistics providers, and handle customs clearance procedures in the way of ‘list verification and summary declaration’. It has the characteristics of short links, fast timeliness, low cost, and greater flexibility. This model is especially suitable for enterprise – to – consumer orders with small packages, multiple product names, and high-frequency delivery, and has the advantages of efficient customs clearance, low cost, and strong flexibility. In January this year, the total export cargo volume of Hongqiao Airport express channels (including Class C and cross-border e-commerce) was 1,546.3 tons, an increase of 132% compared with the monthly average value last year. Among them, the export cargo volume of cross-border e-commerce through the 9610 model was 652.4 tons, with a month-on-month growth of 64.35%,” introduced Chen Qianghua, deputy director of Shanghai Hongqiao Airport Customs.
In order to effectively supplement the capacity gap of the cross – border e – commerce 9610 air transport channel, in July 2024, a new sea transport export channel at Shanghai port area was successfully opened. The cross – border e – commerce 9610 sea transport channel not only broadens the logistics chain of cross – border e – commerce enterprises, but also further reduces the freight cost. “Taking the actual needs of enterprises as the starting point, we guide relevant enterprises in a targeted manner to do a good job in all – process business coordination such as qualification application, list declaration, logistics transportation, arrival release, and system docking. By superimposing intelligent supervision equipment such as CT machines with intelligent image analysis and other technological means, we continuously innovate and improve the operation mode, improve the customs clearance efficiency, and achieve the organic unity of safety and convenience. In January this year, the business volume has increased to nearly 160,000 parcels, an increase of more than 50 times compared with the first month of the pilot,” said Zhang Long, section chief of the Second Inspection Section of Shanghai Waigaoqiao Port Area Customs.
While having both sea and air transport, the cross – border e – commerce 9610 postal route model, relying on the advantages of China Post’s air, sea, and land transportation routes reaching more than 200 countries and regions around the world, also provides a new “going – global” choice for small e – commerce enterprises.
